Gabriela G Merla 

Mexican and French lawyer specialized in corporate, environmental, and climate change law, with 20 years of experience advising public and private entities, international organizations, and multilateral development banks, primarily in Latin America and Africa.

She has extensive experience working with the public and private sectors on environment, climate change, and carbon markets.

She has advised Latin-American and African governments on the implementation of climate change mitigation and adaptation policies, Emission Trading Scheme regulation and implementation, Climate legislation proposals development, voluntary carbon markets regulation, structure and documentation of Carbon Funds, among others.

She has also advised private and public entities on the development of seven emissions reductions Programs of Activities for the energy sector (with a programmatic approach), development of projects reducing/capturing GHG emissions, and carbon trading.

Gabriela has represented the private sector as an observer for the Climate Investment Funds, she is President of the Board of Trustees of LEAD International, and is a legal adviser for the Technical Advisory Committee of the Gold Standard Foundation.

Gabriela has been recognized as a leading lawyer in the environmental sector by Who’s Who Legal Mexico, Chambers & Partners Latinoamerica, and Chambers & Partners Global.

She holds a degree from Escuela Libre de Derecho, Mexico (1998), a Masters in Environmental Law (LLM) from the London School of Economics (2001).  She passed the Paris Bar Exam in 2009, and has completed postgraduate studies in Mexico, Germany, and Russia.
